This is a daft oversimplification and not Russia's goal. Western Ukraine will become a separate territory, the rest will become a neutral or relatively Russia-friendly territory. This is almost inevitable at this point and dragging it on is only a threat to Ukrainian lives as Russia is trying to execute this plan as softly and cautiously as possible.
